Why confess sins to a priest?
God forgives. The priest serves as Christ's sacramental minister.
The short answer
Only God forgives sins. Catholics confess to a priest because the risen Jesus entrusted his apostles with a real ministry of forgiving and retaining sins, a ministry continued in the Church through their successors.
A closer look
After the Resurrection, Jesus breathed the Holy Spirit upon the apostles and gave them authority concerning forgiveness. Paul later described this apostolic work as the ministry of reconciliation, through which God makes his appeal.
In Confession, the priest does not replace God. Christ acts through the sacrament, offering a concrete word of absolution, reconciliation with the Church, spiritual guidance, and grace to begin again.
